62.   Apologies – Sandra Harrison, Hollie Pocklington, Jackie Harvey-Brown, Trevor Osborne

63.   To Receive any declarations of interest not previously disclosed.

64.   To approve the minutes of the meeting of 1st February 2022 for Chairman’s signature. Resolved Proposed FD, Seconded AJ

65.   Updates from those minutes

a.   Theddlethorpe – update regarding meetings.

•   Chair of Parish Council Meeting 28th Feb, pack been distributed to all the PC.
•   Key points – GDF could be sited upto 22Km offshore, however the geology will influence this.
•   Theddlethorpe gas terminal is in flood zone3, if it is in 3a rather than 3b the project will not go ahead, decision by the Environment agency is awaited.
•   GDF aware of house price impact and will announce a scheme to cover this by summer
•   Chairman has asked for the PC to be represented on the Working Group, and on the Community Partnership if one is set up.
•   Long term financial benefits of the scheme were not disclosed
•   Public Meeting 8th April NWS in the Village Hall.
•   GOTEC to come to the Village Hall on the 9th April.

b.   Highway’s manger visit

•   LCC Highway Manager visited. Two issues were raised pothole in Church Lane. This has been completed. The other issue was Chalk Lane and the state, this has been placed on urgent. Cllr Sear is meeting with her again on the 5th April.

66.   Updates from LCC or ELDC

a.   There is a £3,000 grant for repairs to bus shelters

b.   Send email to MP for more money for Highway repairs
 
c.   Council tax may be increasing up by 2%

d.   Mablethorpe and this area has the highest area of suicide risk so starting up night café to support Mental Health services

e.   Mablethorpe needs a mobile Dentist

f.   East Lindsey are offering anyone in the village who is struggling for Heating or food there is a grant for up to £500 for those that need it.

67.   Planning applications

a.   Application reference N/171/00120/22 has been received and is now being considered. Planning Permission - Change of use of land to form an extension to existing holiday park to provide an additional 299 transportable holiday units, restaurant, ponds with embankments and provision of internal access routes and wooden play equipment to a maximum height of 1m. WOODTHORPE LEISURE PARK, ALFORD ROAD, WOODTHORPE, ALFORD, LN13 0DD

b.   Key comment: Access from A157 into Woodthorpe would be a concern
– possible suggestion for a roundabout at either end.

68.Financial:

a.   Review of current financial status

i.   Good Financial position at the moment

b.   War Memorial renovations – Updates on quotes and application for councilor funding

i.   Possible to get the lettering cleaned

ii.   Resolved that the cleaning and sealing of the lettering to make legible for £220 Andy Banks: SA proposed AJ seconded.

c.   Painting Noticeboard

i.   Mr Pocklington will be completing this

d.   Bench renovation/maintenance – update on quotes

e.   Speed Cameras – updated to solar panel version – update on quotes

i.   To be confirmed once the war memorial sorted

f.   Approval for following to be paid:

i.   Withern Village Hall Hire - £60 Resolved to be paid - FD proposed AB Seconded

ii.   LALC Membership - £147.79 Resolved to be paid SA Proposed FD Seconded

iii.   Purchase of separate phone for clerk £60 plus pay as you go SIM card

Resolved to be purchased SA proposed AJ seconded

69.   Website: Transition and population

a.   AB will set up the new website and get it populated by the next meetings

70.   Speed watch: site allocation update from Cllr Donner and next steps

a.   Clerk to contact Speed watch to set up sites for set up

71.   Queens Jubilee June 2022 – street party Sunday 5th June –
 
a.   Not possible to close the A157 as it is a through way and bus route – alternative suggestions

b.   Clerk to contact the residents of Chalk Lane to see if this is a possible venue

72.   Horses and vulnerable road users’ signs

a.   Request placed with Highways Ref: 4172222

73.   Any other matters for general discussion and/ or inclusion in the next agenda
