DRAFT MINUTES – 5th March 2024

WITHERN WITH STAIN & TOTHILL PARISH COUNCIL
    

Attendees: Cllr Acklam, Cllr Henderson-Blair, Cllr Jenkinson, Cllr Harvey-Brown, Cllr Donner

Others: Cllr Sear (LCC), Cllr Hesketh (ELDC) Sarah Kennett (Clerk), 5 members of the public

The meeting started at: 7pm

Public Meeting: All attendees interested in pylons

107.    Apologies for absences: None Received

108.    Correspondance:

a.    Victoria Atkins Survey about the Pylons – survey about the off shore on shore focus – please complete the survey. The more numbers that complete this the more it can be raised in parliament.
b.    Trees Available – I Dig Trees – free trees available if they are planted in public areas. To be added to next agenda

109.    To approve the minutes of the previous meeting – 24th January 2024 – 
a.    Resolved – Proposed Cllr Acklam, Seconded Cll Harvey Brown

110.     Planning applications – None submitted

111.    Update from those minutes
a.    Theddlethorpe – no updates at present, Cllr Acklam is trying to get a schedule of work and when information will be released to the public. Cllr Acklam is part of the siting team. They have refused to publish any information.
b.    Footpaths in the Village – update from Fix My Street action scheduled. Thank you Cllr Sear for your help getting actioned
c.    Flooding at the end of Chalk Lane – improvement and flooding signs – problem not solved and investigations happening. But there are flood signs in place. If there are floods then everyone keep taking pictures and put on fix my street.

112.    Updates from EDLC and LCC representatives 
ELDC – Cllr Hesketh 
a.    signs been put in place in South Reston. Statements from ELDC and LCC he feels have been weak in response to the Pylons project. 750 of feedback postcards distributed.
b.    Holderness have rejected the GDF proposal within a few weeks.
c.    Applied for the community partnership – he was declined in joining.
d.    The GDF has imparted no substantial effect on the community.

LCC – Cllr Sear 
e.    new budget is out. 20 Million extra to go onto the highways.
f.    1M fund available for bridleways and footpaths
g.    Zebra Crossing is in process for outside the school.
h.    Cllr Sear is trying to get a van to come to the village from the Road Safety Partnership. As there has been no death on the road they will not put a van in the village. 

113.    Financial:
a.    To approve/pay the following and confirm the online payment with signature:
i.    Clerk Salary     - February        £122.80
ii.    Clerk Salary – March         £123.00
iii.    HMRC – 25th Jan            £30.60
b.    Resolved – Proposed Cllr Acklam, Seconded Cllr Jenkinson

114.    Speed watch update – It is not very active at the moment as not many people coming to run the sessions. If you see accidents then encourage them to be reported to the police.

115.    Grimsby to Walpole National grid upgrade

a.    Posters – banners for the village was raised. 
b.    Every household has had a copy of the letter in the newsletter with a copy of the letter
c.    LALC are doing an organised response
d.    Cllr Acklam has been to the Parish Council meeting in Great Carlton
e.    Letter sent to National Grid from the Parish Council. This will go onto the website and facebook page.
f.    Cllr Acklam is in the process of putting in another letter back to their strategic option plan
g.    Strategic options report plan – they have built EGL1 and 2 from Scotland to England, EGL3 and EGL4 one of them is 196km long and they are saying that they are cost effective methods of linking. They state that this is more cost effective. 
h.    The two links that they are proposing there are 9 power sources that are offshore that need to be connected.
i.    ECO5 – In the commentary it states that running it close to the AONB will have a long term detrimental effect on the AONB
j.    The new letter will go onto the website and into the next newsletter. This will have a reasoned argument against the route.
k.    It is a long process to move the AONB
l.    Strubby air field is in the pylon route and Lincolnshire links

116.    Litter Pick – 9th March 2024 – can as many people attend as possible

117.    ELDC Councillor grants – Bench for the Mablethorpe end of the village. Cllr Hesketh has said that he will put some funding. Cllr Sear will help find a suitable place for this.

118.    Red Lion sale and meeting with the Chair and the developers

a.    £158 received from the sale at the Pub
b.    Cllr Acklam attended a meeting with the developers and assured us that this would not influence the planning decision. The contents of the meeting were not disclosed.
