MINUTES – 27th June 2023

Chair - Cllr Blomley opened the public session. No comments from the floor.

Attendees – Cllr Alex Blomley, Cllr Fred Donor, Cllr Alan Jenkinson, Cllr Jackie Harvey Brown, Cllr Sear, 2 members of the public
 

21.    Apologies for absences 
a.    Cllr Simon Acklam, Cllr Travis Hesketh

22.    Review of declarations of interest – Cllr Blomley appointed Justice of the Peace

23.    To approve the minutes of the previous meeting – 16th May 2023 
a.    Resolved: Proposed JHB, Seconded FD

24.    Update from those minutes
a.    Theddlethorpe – feedback from the latest community partnership meeting
i.    The community partnership meeting is still awaiting the Network Rail Report and Flooding Scope report.
ii.    Development of skills needed in the local area to prevent all jobs from being taken from outside personnel.
iii.    More Community Engagement Workers will do doorstep questionnaires in the search area.
iv.    Cllr Sear was asked about the feelings in LLC about the GDF. The carbon capture company is possible to work with the GDF. Travis has been in touch with several key representatives. Cllr Sear said that the site couldn’t be returned to agriculture. Apparently, this is classed as a brown site. To have nuclear and carbon capture, you will need 269 acres. This is thought to be larger than the Theddlethorpe site.

25.    Updates from EDLC and LCC representatives 
a.    ELDC sent apologies. 
b.    LLC – Speed limit change at the Mablethorpe end of the village. Also, the crossing at the school. Cllr Sear will bring the highways team to the village at her meeting in a few weeks. Cllr Sear has said there has not been a significant accident in the past three years. Cllr Blomley has said that the speed limit should be staggered on the way out of the village as houses are in the national speed limit.

26.    Planning applications – None 

27.    Potential funding for community assets – Community Ownership fund

b.    Clerk has offered to investigate this further
i.    A large group of people needed to run this project
ii.    Potential Survey of the village to gauge interest
iii.    Scope of funding – purchase, does it include the scope of works
iv.    Cllr Blomley proposed exploring the idea further. All are in agreement.

28.    Commemorative plaque on the noticeboard – All agree to get a quote and bring to the next meeting.

29.    Painting of the notice board – All agreed that the notice board should be repainted.

30.    Notice of Public Rights – Council documentation is available for review from the 28th of June, 2023 to the 27th of July 2023. Approved by all.

31.    Financial:
a.    To approve/pay the following and confirm the online payment with signature:
i.    Clerk Salary     - June            £107.00
ii.    HMRC                £1.40 
iii.    LALC Annual fee            £149.31
b.    Resolved: Proposed FD, Seconded AJ

32.    Speed watch update –
a.    Still need volunteers
b.    Letters have been sent out
c.    Sessions are catching people speeding in the village. 15 – 20% are speeding in the village.
d.    Clerk to organise with Coordinator to arrange training for Cllr Sear and Cll JHB

33.    Speed limit extension – update Cllr Sear – this has been updated in the feedback from LCC
