Public session – Members of the public expressed concern over the Red Lion application
Attendees – Cllr Acklam, Cllr Jackie Harvey-Brown, Cllr Fred Donner.

42. Update from those minutes (if any available)
a. GDF – The community partnership is currently not in session due to the election
i. Letter to support a test of public support in 2024 to be ASAP
1. Simon Acklam proposed a letter to ELDC and LCC to support Travis Hesketh's motion that we are as informed as we can be at the moment.
43. Resolved: Proposed Simon Acklam, approved by all
a. NG upgrade – We are still waiting until March 2025 for any feedback on the proposals.
44. Updates from EDLC and LCC representatives
a. ELDC—Travis Hesketh—A grant was provided to St Margaret's School to buy three large gazebos for events and attend the summer fair.
b. Grant approved for stock control and sales in Withern Village Hall
c. Met with the Headteacher from St Margaret’s School – request to make it a proper zebra crossing.
d. Also asked if a pull-in could be provided from the Red Lion development for the school drop-off
e. GDF – Robert Watson and Travis Hesketh have a motion with the EDLC Council tomorrow night that a test for public support is done within 12 months or a withdrawal from the process. Theddlethorpe, Mablethorpe, Carlton and Holten Le Clay also say they would like a test for public support or withdrawal.
f. Victoria Atkins supports a test of public support ASAP
45. a. Planning applications Red Lion Planning Application: Planning Permission - Change of use, conversion of and alterations to existing public house/hotel... - THE RED LION, MAIN ROAD, WITHERN, ALFORD, LN13 0NB

Comments made on the application:
i. The largest issues is the safety of school with such a development being built. Lots of parents currently park in the place where there are houses.
ii. Traffic is an issue in this area even with the current situation of parking being available at the Red Lion.
iii. Current parents park on the pavement.
iv. The front of the property will look broadly the same as it is now.
v. Water runoff and sewerage and the current flooding issue opposite Chalk Lane are an issue with 11 houses. The sewerage system is already under pressure in that area.
vi. The design has sinkholes– roughly 3 of them.
vii. It doesn’t conform to the Local Planning plan and is an overdevelopment of a village of this size. 11 properties is a massive overdevelopment of this village.
viii. This has been delegated to Kathryn White for a decision.
ix. There are also protested species of Crested newts in the village, and before any building works start, this needs to be considered.
b. Application reference N/212/00474/24 has been received and is now being considered. Your observations are requested no later than 22/07/2024.
Planning Permission - Erection of 1no. house and detached garage on an existing commercial building site, which is to be demolished. WORKSHOP ADJACENT FAIRVIEW, MAIN ROAD, WITHERN
Comments made on the application:
i. Discussion about where this is.
ii. No comments proposed
46. Pavements in the village – Asking for an update from Cllr Sear – will move to the next agenda
47. Crossing outside the school – include in the Red Lion Planning comments. Waiting on an update from Cllr Sear.
48. Litter pick October – a reminder of 12th October is the date for the litter pick
49. Notice of Public Rights – Council documentation is available for review from the 2nd July 2024 to the 11th August 2024. Information of how to do the request is on the noticeboard.
50. New email addresses set up with the domain withernstaingov.uk. This means all Parish Council Business will be on a central email system.
51. Financial:

52. Adoption of the New Financial regulations – sent to all councillors before the meeting
Resolved: Simon Acklam's proposal was Approved by all.
53. Speed watch update – none at present. The number of volunteers has dwindled. There is a lack of response from the Road Safety Partnership. There was a traffic survey being done the other day in the village. There was a speed van at Maltby Le Marsh. We have requested a van on several occasions and this has been denied as no-one has died.
Cllr Donner has proposed that this is invigorated at the start of the new school term.
