19. Election of Chair– to elect a Chair and sign the declaration form
Cllr Simon Acklam Elected as Chairman
Resolved that: Proposed; Cllr Donner, Cllr Harvey-Brown
20. Election of Vice-Chair – to elect a Vice-Chair and sign the declaration form
Cllr Harvey Brown elected as Vice Chair
Resolved that: Proposed Cllr Acklam, seconded Cllr Harvey Brown
21. Confirm the Clerk as the Responsible Finance Officer for FY2024/25
Resolved that: Proposed; Cllr Donner, Cllr Harvey-Brown
Public Session: What is the outcome of the pylons at parliament and compliments from
the public of Cllr Acklam’s letter regarding the pylons
22. Current Vacancies and Co-option – Currently 1 vacancies
23. Apologies for absence – none received
24. Review of declarations of interest No changes
a. All councillors are to review the declarations of interest forms on file
All approved as current and accurate

Pre Election briefing sent to all Councillors
Declined supporting the Lithium ion batteries email
27. Update from those minutes (if any available)
a. GDF – Because of the election the public meeting at the end of June is cancelled
b. NG upgrade – No new updates until March 2025, two more cables are proposed
with another 60 – 80 acres of converter stations at Bilsby.

28. Updates from EDLC and LCC representatives
Cllr Sear LCC:
 More buses are running from Lincoln to Louth. Link Lincs are starting to work
with Mablethorpe, Trusthorpe and Sutton on Sea.
Cllr Hesketh ELDC:
 Raised to NWS complaint that their report stated that 60% were neutral or
for the GDF. Community Survey 85% were against. Meetings were held with
The leads of the GDF. They are pushing for a vote on this with the public.
Theddlethorpe has passed a motion against the GDF. Demanding a vote and
showing that there is not a willing community.
 Place talk meeting took place to understand what value may be gained as a
community.
 Grant Money – £2,000 available. Keen to help support replacement of the
village Hall
 New Chair ELDC Edward Mossop is an independent candidate.

Clerk proposed that we purchase withernstaingov.uk to keep this to £60 per year
Resolved that; Cllr Simon Acklam, Seconded Cllr Harvey Brown
31. Pavements in the village: Engineer will be visiting the village. This is also being placed in the
school newsletter.
32. Litter pick October
Cllr Acklam Proposed 12 th October 2024
Resolved that will be the 12 th October – put it in the village newsletter – start 10 am meet in the
Village Hall.
33. AGAR forms 2023/2024
a. Sign the Certificate of Exemption
b. Signed the accounting statement

c. Annual Governance form
Resolved: Approved by all
34. Insurance quotes
a. At present we are not adequately insured on the War Memorial
b. Quote to increase the insurance for this year £39.38 subsequent years will be
£64.60. 2 votes for and 2 votes against increasing the insurance. Cllr Acklam
placed deciding vote.
c. We will review each year. It will stay as for now.

35. Financial:
a. To approve/pay the following and produce cheques for signature:
i. Clerk Salary - May £126.40
ii. HMRC £2.00 (Set up DD)

b. Annual Governance and Accounts Return (AGAR)
i. To approve Internal Audit - £35 depending on the work needed

c. To approve the Bank Reconciliation for year-end and Accounting Statement
2022/2023 and Annual Governance Statement - Approved

36. Speed watch update – Even with the newly trained people very few people attend
sessions. At the moment the speed watch is inactive. The community speedwatch
department sent out a newsletter. The co-ordinator has queried the figures that have been
published in the newsletter.
