50.    To receive any declarations of interest not previously disclosed 
a.    Clerk declared a personal interest in the footpath 

51.    To approve the minutes of the meeting of 6th September 2022 for the Chair’s signature. Proposed Cllr Donner, Seconded Cllr J Harvey-Brown

52.    Updates from those minutes

a.    Theddlethorpe – update regarding meetings and community partnership – Cllr Simon Acklam has been confirmed on Community Partnership
b.    Confirmed 4 new recruits to the new Community Partnership, will be 12 – 15 people on the Community Partnership
c.    First meeting of Community end of October to mid-November
d.    Simon Hughes did a presentation on the number of jobs and skills needed for the GDF, approx. 4,000 jobs are predicted over the first 25 years of the project:  1/3 direct employees (75% would only need up to an A level to work there, blue-collar roles), 1/3 in contractors, 1/3 in jobs from the extra need for facilities in the area. The number of jobs after 25 years will drop to 2,000.
e.    There are 6 engagement events during November, 3 in Mablethorpe and the surrounding area
f.    Not looked at the feasibility of services, roads increased usage for workers getting to work, housing and people to fulfil these roles in this local area
g.    Would like to see the copy of the report that backs up the presentation given
h.    Community funding – meeting on the 30th of September, looking at different models for the distribution of the funding. Don’t want people to apply for funding that the local authority should cover. Should we apply for funding for the village?

53.    Updates from LCC or ELDC
a.    New Highway manager in place – yellow painting means going to mend it for now and Chalk lane is on the list for resurfacing in 2023/2024
b.    Every Tuesday - Drop-in center for information about Theddlethorpe in Costal Centre, Victoria Road, Mablethorpe
c.    Carbon Capsule are interested in the Theddlethorpe site

54.    Current Vacancies and co-option and resignation. Resignation of Cllr T Osbourne. There are now two vacancies on the Parish Council

55.    Planning applications – Changes to Footpath 234 at Green Pastures

a.    N/212/01168/22 | Diversion of Public Footpath no. 234. | LAND REAR OF GREEN PASTURES, MAIN ROAD, WITHERN
Resolved: Object to the moving of the footpath. The new route proposed is nothing more than an alleyway between a tall hedge and in some parts of the route a brick wall. This would make it not safe for lone people walking, not well lit will be muddy and dark in the winter. Proposed Cllr Blomley, Seconded Cllr J Harvey-Brown


56.    Financial:
a.    Approval for the following to be paid:
i.    Clerk Salary September             £86.80
ii.    HMRC                        £21.60
iii.    War Memorial (once all works completed)    £1,800

57.    Offer of Defibrillator for the Village – The Methodist Chapel has confirmed that this can be placed on their wall. The clerk has volunteered to do the regular checks. The Methodist chapel will do the installation. Once installed an unveiling ceremony will be organised.

58.    War Memorial – The statue and plinth are cleaned and sealed, and the railings have been cleaned and sealed. Awaiting the return of the bench. Once all work is signed off the final payment will be made. Clerk to discuss what regular maintenance would be advised to keep it looking good

59.    Speed watch: Training took place on 1st October 4 new members were recruited. A survey by CSW was carried out with around 45% of drivers over the speed limit but mainly within 33 – 39 mph.

60.    Movement of the 30 mph sign in the village – Would like to move the sign to further out in the village as the number of cars exiting the village at high speeds towards Maltby le Marsh is high. 

Resolved: Clerk to contact CSW to see what the procedure is to move the speed restrictions and put in other traffic calming measures in the village, including any safety measures for the corner of the A157 to the Alford Road

61.    SIDs – Quote for remedial work to the current SID units – Quote is £200 per unit to put in solar panels and new batteries into the one that is not working. 
Resolved: Agreed to quote and works to be started. Proposed Cllr Blomley, Seconded Cllr Donner

62.    Litter Pick – 8th October on Facebook and website please get people to sign up before to Parishclerkwithernstain@gmail.com

63.    Hedges on footpaths in the village – there are a number of private hedges and council-owned hedges that are impeding public footpaths in the village. 

Resolved: Clerk to put out a notice for anyone unable to report issues with public footpaths to them and they will collate and send to the relevant parties

64.    Dog waste bins in the village no more dog waste bins will be placed as dog waste can be placed into regular bins. The question was raised: Do we need more bins?
