MINUTES

87.    To Receive any declarations of interest not previously disclosed.

88.    To approve the minutes of the meeting of 22 of November 2022 for the Chair’s signature.

89.    Updates from those minutes

a.    Theddlethorpe: 1st meeting of community partnership. The main topics were what is a community partnership and the community investment fund. One member of the community partnership is also applying for a grant. Ken Smith is joining from GOTEC. They need to look at the vision for the area should the GDF go ahead.
b.    Movement of the speed limit request: Send details to Cllr Sear. Clerk to send details to Cllr Sear for meeting with Highways manager.

90.    Updates from LCC or ELDC
a.    Apologies from Cllr Harrison ELDC
b.    Update from LCC: 
i.    Chalk Lane resurfacing Feb. All owners of land bordering the lane have been contacted about trees

91.    Current Vacancies and co-option and resignation – currently have 2 vacancies
a.    All councillors to approach any potential candidates

92.    Planning Consultation

a.    N/171/02376/22 - PROPOSAL: Planning Permission - Construction of 2 no. additional fishing lakes and 5no. embankments to a maximum height of 1.5 metres, provision of car parking and construction of access tracks. LOCATION: LAND OPPOSITE THE GRANGE, FIELD LANE, STRUBBY
b.    If access is from Stain Lane then this needs to be addressed RESOLVED:  Cllr Acklam approved; Cllr Harvey Brown seconded

i.    Formal complaint lodged with HMRC awaiting review of account
ii.    Money owing from Clerk’s Salary will be taken in this month’s payment, so the payment will now be £206.30 

96.    Offer of Defibrillator for the Village – Ceremony to unveil and registration – 22nd January 2023 at 11.15 am. The Louth Leader has been invited and accepted. Cllr Sear will attend.

97.    Post Office service update – After a discussion with the Clerk and a Post Office manager in a local post office branch: Secure until the end of January. They are looking for other options to provide this service for the village. A public member contacted the Post Office to enquire about the service.

98.    Litter Pick date – Cllr Acklam proposed 4th March 2023 – 10 am

99.    Speed watch: 
i.    New site opposed gold lane; this has proved to show over 20% of traffic speeding. Mostly people are coming in from Mablethorpe’s direction. This is helping as regular cars are coming through that are slowing down. One car has been seen speeding twice. Even people who have been booked have noticed that this is an effective way to reduce speeding. 
ii.    Gwen Acklam is now the coordinator for the speed watch group. More volunteers are needed
iii.    Cllr Blomley will raise speed watch and general road safety around the school

100.    SIDs – update on the completion of these. The first of these will be ready for trial by the end of January.

101.    Website update for accessibility – The website update discussed in November was more time-consuming than first thought, so the website update service was used to ensure that the website complies with the accessibility requirements. Spend confirmed £150 + VAT. Resolved: Cllr Acklam approved, Cllr Blomley Seconded

102.    Speed restrictions and junction measures: update this was reviewed by an officer and deemed that there was not enough accident information and so nothing can be done to change this. Quote from email sent to Clerk ‘there isn't enough accident data criteria for this location to be considered for a significant change of infrastructure such as a roundabout and as a Highways Authority, we do not install or allow mirrors to be erected in the highway. My officer inspected this bend on 16th December.  Following this inspection, they found that there is adequate road space and visibility to approach and use the junction if all safe driving practices are adhered to. Naturally, driver behaviour is something we have little control over, however, I can confirm that all Highways aspects of visibility, signage and markings are clear and of a suitable standard to allow for safe passage and warn vehicle users of the hazards ahead.

103.    Tree for the Coronation of King Charles

i.    Suggestion of a tree for the Coronation of King Charles
ii.    Another suggestion was a bench it was discussed that a tree was more environmentally friendly
iii.    Suggestion was to approach the school to see if it could be put in the school grounds Cllr Blomley will speak to the school
iv.    Offer to put it on private land on the side of Chalk lane – fruit tree
v.    All locations to be reviewed
