DRAFT MINUTES – 4th April 2023

Public section: Parish council has been given 2 hours of free hire of the Village Hall from a kind member of the public

Attendees: Cllr Simon Acklam, Cllr Jackie Harvey-Brown, Cllr Alan Jenkinson, Cllr Sandra Harrison, 1 member of the public.

126.    To Receive any declarations of interest not previously disclosed.

127.    To approve the meeting minutes of 21st February 2023 for the Chair’s signature.

a.    Approved Cllr Acklam proposed, Cllr Harvey Brown Approved

128.    Updates from those minutes
a.    Theddlethorpe – 4th Community partnership meeting. 
b.    Set up of community investment fund. It will run from June 2022 – 2023 and then from June 2023 to June 2024.
c.    All members will sit on the investment fund decision
d.    Discussed that materials should be more balanced. Agreed that GOTEC will get input into the VOICE and presence at events run by NWS. Agreed, an independent arbiter will check those materials.
e.    Future engagement with the community – presentations are what they are offering. NWS was asked that we have a detailed project plan to fit the community partnership plan. We will see how this is progressed.
f.    Discussed how they might open the meetings up to the general public attendance. It was discussed that it could be live-streamed to enable members of the public to attend. This is to be confirmed if possible.
g.    Proposed that the PC write a letter of support for the funding for the village hall upgrade. But make it clear that this does not support the GDF. Proposed Cllr Acklam, Cllr Jenkinson

129.    Updates from LCC or ELDC
a.    No updates at the moment due to workload and PURDAH

130.    Current Vacancies and co-option and resignation – currently have 2 vacancies

131.    Planning Consultation – none this month

132.    Financial:
a.    Approval for the following:
i.    Clerk Salary March                 £106.80
b.    SID invoice, new batteries and Solar Panel        £220 excl. VAT Total £264 (mistake on the agenda)
c.    Village Hall Hire (pre-approved via email)        £117

133.    Coronation of King Charles Fruit Trees.
i.    Confirmed that the school has some sites that could be used for the trees. The school is happy to have fruit picking events or are in the car park so that fruit can be picked during the school opening hours. Members of the public are welcome to join the community Coronation picnic on 5th May.
ii.    The councillors had a discussion about other sites for fruit trees and or a bench.
iii.    Review other sites that are easily accessible to the public – Clerk to discuss and find out if the bench planted a few trees at the bus stop on the main road top of Chalk Lane and the land at the top of Church Lane.

134.    Post Office service update – no further updates at the present

135.    Speed watch: No events are happening at the moment as people are not putting names down. Volunteers needed.
