MINUTES 
22 of November 2022

Public session – suggested that the Parish Council plant a tree for the Coronation of King Charles. To be added to the next agenda

70.    Updates from those minutes

a.    Theddlethorpe – First Meeting 23rd November 2022, community funding is on the agenda, what would local villages bid for from the community funding pot? 
b.    Movement of the speed limit request – still ongoing updates at the next meeting

71.    Updates from LCC or ELDC
a.    ELDC  - Cllr Sandra Harrison
i.    East Midlands Ambulance service update: 14 new paramedics are due to be employed.
ii.    Long COVID hub – signposting to further help https://lincolnshire.connecttosupport.org/long-covid-information-hub/ 
iii.    Changes in NHS – clinical commissioning group now a Care board. Online programs are being set up so that care staff and nursing staff are able to access information.
iv.    Concerns over debt as loan sharks being used to pay for Christmas
v.    Free wristband for people with dementia so that they can have their contact details. Poster to be displayed on website and parish notice board. Email dementiasafegusrding@lincs.police.uk to get a free band
vi.    Lighting is now the county council’s responsibility  – any issues reported by fix my street.

b.    LCC – Cllr Noi Sear
i.    Chalk Lane wrong residents have been contacted about trees, will forward information about the correct addresses for the trees that are alongside the lane

iii.    Anyone who is in need can get a SIM card that is available in the Uniform and Baby bank 

72.    Current Vacancies and co-option and resignation – currently have 2 vacancies

75.    Bank Reconciliation to date – paperwork to be completed in the January meeting

76.    Precept for 2023/2024
i.    Resolved to hold the precept for the coming year to £3158 voted 2 for 2.5% raise and 2 to maintain the precept. The chair had the casting vote.

77.    Offer of Defibrillator for the Village – Ceremony to unveil
i.    Now installed and operational
ii.    To be registered and new code installed
iii.    Cllr Donner has agreed to take on board the maintenance
iv.    Ceremony for the unveiling – Contact the donator
 
78.    War Memorial – Completed 

i.    Regular maintenance 
ii.    Donation from the Methodist Chapel of £100 towards the cost of the works completed

79.    Speed watch: 
i.    Been running for 3 months. 3 new spots in the village. Typically, 10% of people driving in the village are speeding. New members are needed. Is having a positive impact. The weather is impacting if volunteers are able to go out.

80.    SIDs – update on the completion of these, new batteries and solar panel on order.

81.    Post Office Services in the Village – update from Parishioner who contacted the Post Office
i.    Post office has confirmed that this is still running until January 2023. They are reviewing the service provided and will let us know.

82.    Website update for accessibility

i.    10 hours of update £150 +VAT – Member of the public has offered to help with the update of the files. Training will be given to the member of the public to do this.
ii.    Transfer of old domain to the new site – need the IP address of the new site

83.    Updated copy of the Local Council Administration 
i.    The comprehensive and authoritative guide to local government law has been extensively revised for its 13th edition.
ii.    Cost through LALC £131.99
iii.    Resolved that was not seen as necessary to buy for a small parish council, alternative sources for this information will be used.
